Aging, Disability and Transportation Resource Center
Lower Savannah Council of Governments operates South Carolina’s only Aging, Disability and Transportation Resource Center (ADTRC). The Resource Center’s purpose is to inform and assist people in our region about a myriad of topics related to aging, disabilities, family caregiving, benefits, resources and transportation. The ADTRC helps to support independent, healthy and engaged community living for seniors in Aiken, Allendale, Bamberg, Barnwell, Calhoun and Orangeburg counties. ADTRC staff are advocates for unmet needs of seniors in the Lower Savannah region and seek out innovative solutions for issues related to aging, disabilities and transportation.

ADTRC Programs and Services
Area Agency on Aging
LSCOG is the designated Area Agency on Aging (AAA) for the region. The Agency is charged with responsibilities under the Older Americans Act and partners with the SC Lieutenant Governor’s Office on Aging.
Family Caregiver Support Program
The Family Caregiver Support Program provides support for family members caring for loved ones. This assistance includes resources and education, as well as respite grants to prevent caregiver burnout.
Medication Assistance Program
The Medication Assistance Program (MAP) assist individuals with finding free or low-cost prescription medications. MAP is supported by the United Way of Aiken County, and only operates in Aiken County.
Information, Referral & Assistance
This program assess individual needs to help determine options and an appropriate course of action. Staff also direct individuals to useful programs and contact providers to help individuals access needed services.
Medicare Benefits Counseling
Benefit Counselors help Medicare beneficiaries access and navigate the Medicare program by providing free, non-biased counseling and information on Medicare and its related programs.
Long-Term Care Ombudsman
The long-term care ombudsman is an advocate for residents of residential care facilities. The ombudsman ensures that residents know their rights and aids if they need to complain about a facility.
Best Friend Express
The Best Friend Express and Dial-a-Ride transit service serves the urbanized portion of Aiken County. The BFE has three routes that run multiple times a day. LSCOG staff are available to schedule rides and answer questions.
Other Local Transportation Systems
The ADTRC aids in development and management of transit services for the six-county region. Staff take calls for transit services in all counties to help individuals get where they need to go.
